Youth Soccer Tournament & Futsal Experience
RULES OF PLAY
This tournament shall be open to all teams comprised of properly registered players. The tournament will be 5v5.
Ages divisions are: U-8, U-9, U-10, U-11, U-12, U-13, U-14, U-16, U17 both Boys and Girls, as well as Mens and Womens.

Every team must have a coach. The coach will be the main point of contact and also represent the team at check-in on the day of the event.
Teams must submit copies of their player identifications cards with their Registration Packet.
Each player must present a picture ID the day of the event and must have IDS WITH THEM DURING EACH GAME.
Each Team must present copies of their players identifications at check-in one hour prior to their first game the day of the event.
Each player must be certified by the tournament committee so he be may be allowed to participate.
Players may not register nor play in more than one division or another team.
Teams, coaches or players violating any rules listed herein may be subject to elimination from the tournament without refund.
Registration Fees are $225 for Youth and $250 for Adults.

There are no refunds.
Fees include a sack pack, a water bottle, for each player.
Every player (or guardian of a player if the participant is under 18) must complete and sign a waiver.
No player will be allowed to participate without a signed waiver.
Contact info (phone number and/or email) is required per player and coach.
All players must have a emergency contact listed with a phone number.
ONCE SIGNED, PLAYERS ACCEPT ALL RESPONSIBILTY AND ACKNOWLEDGE THAT THEY HAVE READ AND WILL OBIDE BY THE WAIVER IN ITS ENTIRITY. FIELD OF PLAY:
Playing field: 40 yards (length) by 30 yards (width).
Penalty box: 12 feet (length) by 24 feet (width).
Goals: 6.5 feet (high) by 12 feet (width).
Organizer reserves the right to adjust the field, penalty box and/or goal size as needed without prior notice.
All penalty kicks will be taken from a 12 yard mark.
NUMBER OF PLAYERS &SUBSTITUTIONS:
Maximum roster of eight (8) players.
Each team must designate a at least one (1) coach over the age of 18.
Players may not be coaches.
Minimum of four (4) players on the field at one time-including Goalkeeper.
Mandatory use of a Goalkeeper for all games.
Substitutions may be made at any dead-ball situation, regardless of possession. Teams must get the referees permission before making the substitution and players are to enter and exit at midfield. There are no substitutions on the fly.
Size four (4) soccer ball for divisions: U8, U9, U10, U11 and U12 Boys and Girls.
Size five (5) soccer ball for divisions: U13, U14, U16, U17 Boys and Girls, as well as Adult Mens.
A game ball will be provided for each match.
Numbered uniforms are not mandatory.
Appropriate footwear and shin guards are required no cleats with a front spike.
Goalkeepers must wear different color than opposing team, and their own team and referees.
No jewelry is allowed.
All cast or braces must be approved by the referee.
Any player that does not have the requisite player equipment may be disqualified.
All players must wear jerseys/shirts during play and each team must bring both a light and dark colored jersey/shirt. If both teams are wearing the same color, a coin flip will determine the team to change uniforms. Numbers on jerseys are not required.
Protests or challenges on referees decisions are not allowed or considered.
The referee shall have the authority to remove a player from a game.
The decisions of the field referees shall be final.
No linespersons are required.
Each match will be refereed by one (1) referee.
Referee will check for proper equipment, cleats, shin guards etc..
START OF MATCH:
Five (5) minute tolerance. If team does not take the field or does not have a minimum of 4 players including a goalkeeper inside the five (5) minute rule, it will forfeit and the other team present will be awarded a 3-0 score over forfeiting team.
If for some reason neither team takes the field, both teams will be assessed with a 0-3 loss.
BALL IN AND OUT OF PLAY:

RESTARTS: All restarts are indirect kicks (including the kickoff to start each half). This does not include penalty kicks, which are direct.
KICKOFF: All kickoffs are indirect kicks taken from midfield and must be taken towards the goal the kicking team is attacking.
Goalkeepers, at no time, can propel the ball over the halfway line in the air. Violation will be an indirect free kick, where the ball crossed the line. The ball may bounce or roll across the halfway line.
No player may stand in the goal box and receive a pass. Passing is allowed only after the ball is dribbled into the goal box.
FOULS AND MISCONDUCTS:

Goalkeeper cannot handle the ball outside of the penalty area. If done, it is an indirect free kick.
Deliberate handling of the ball outside of the penalty area preventing a goal will result in a red card.
Referees have the right to eject a player from the game for continual disobedience or as a result of an incident that warrants sending the player off. The player receiving a red card must sit out the rest of the game. The team may then continue with their remaining players, however if the player receiving the red card was in the field of play, the team must complete the game with one fewer player on the field. All players receiving a red card will have to sit out the next game as well as the remainder of the current game. The tournament director has the right to determine if the players dismissal warrants the suspension of additional matches or the ejection of the players team from the tournament.
All kicks shall be indirect, except for a foul in the penalty area, which will result in a penalty kick.
No defender shall be closer than five (5) yards to the ball.
The penalty spot shall be on the line at the center of the penalty box (12 feet from the goal line).
All players shall not be closer than five (5) yards from the ball while outside the penalty box.
During a penalty kick goal keeper must remain on their line.
There are NO throw-ins.
All restarts will be kick-ins, with no defender closer than three (5) yards,referee will warn the player once to move back next time automatic yellow.
The ball must be stationary and on the line when kicking ball in.
If ball is NOT stationary or over the line possession will be lost.
GOAL KICK OR GOAL THROW:
When the ball crosses the goal line after being last touched by a player of the attacking team, and it goes outside the field of play, it is put back into play by the goalkeeper with a normal goal kick.
Goal kicks will be placed any where on the end line.
A goal kick can not go over the halfway line in the air. See pass violation.
May use their hands in the penalty box.
Must get rid of the ball within 6 seconds.
May not punt, kick or throw ball in the air over the Half line.
Goal kick or goal throw may be taken from anywhere within penalty area.
Goal kick or goal throw is subject to the pass violation.
No defender shall be closer than five (5) yards to the ball.
A COACH FROM EACH TEAM MUST INITIAL THE REFEREE SCORE CARDS AFTER EACH GAME TO ENSURE CORRECT SCORES.
Once scorecards are turned into tournament headquarters with signature, no changes will be allowed.
The tournament director will review and rule on all reports of unacceptable conduct by players.
Rulings made by the tournament director are based on the rules and the report submitted by the referee.
The directors decisions are final and cannot be challenged: Depending on the severity of the unacceptable conduct, the director reserves the right to eject a player or the team for the remainder of the tournament.
There is NO slide tackling.
Un-intentional slide tackling (one where no other player is affected or the slide is accidental) will result in a yellow card. An intentional slide tackle will result in an automatic red card. The determination of un-intentional and intentional is left to the discretion of the referee.
DURATION OF GAME:
Each game consists of two 15-minute halves with the teams changing ends at halftime.
There will be a 2 minute break at halftime.
There is no stoppage time.
The clock continues to run at all times.
During playoffs, if there is a tie after regulation there will be a 3-person penalty kick shootout. If the game is still tied, each team will take alternate penalty kicks until one team wins with 1 shot per player until the entire team has shot
A five (5) minutes grace period is granted before the posted game time.
There are no time-outs.
The match length may be shortened at the discretion of the tournament director.
DETERMINATION OF WINNERS:
The first round consists of a round robin format. Teams are not guaranteed a certain number of matches.
There is NO overtime.
Standings in a group will be determined by game points as follows: o 3pointsforawin o 1pointforatie o 0 points for a loss
Should there be a tie in standings; the manner in which Teams will advance will be resolved as follows and in the order indicated: o Totalgoaldifferential o Head to head results o Number of goals scored o Number of goals allowed o Coin flip
There is no seeding.
Playoffs are single elimination.
In some groups there may be a team eligible for the playoffs referred to as a Wild Card team.
EXTERNAL CONDITIONS, WEATHER, ETC.:
In the event unusual conditions necessitate the rescheduling, curtailment, or cancellation of games, the Tournament Director shall have absolute authority to make these changes in order to best serve the interests of the tournament.
NO PROTESTING ALLOWED:
Protests are NOT allowed. ALL decisions on the field are final.
Any protest against a player's age or eligibility to play must be made to the Tournament Director at the registration area PRIOR to the game in which said player is playing.
Game cards must be reviewed for correct game scores after completion of a game and prior to a player signing the game card. Once the game card is signed, the game card will not be altered.
The Tournament Director, referees, CBS Radio, organizers or sponsors will not be responsible for any expense incurred by any team, due to cancellation, in part or in whole, of the tournament.
Tournament Directors interpretation of the rules and regulations will be final.
The Tournament Director reserves the right to decide on all tournament matters.
The winning team in each division will receive one (1) trophy for the team and medals for each player up to eight (8), and one (1) coach.
The second team in each division will receive medals for each player up to eight (8), and one (1) coach.
Players, coaches, and spectators are expected to act in the nature of "Fair Play" at all times.
Abuse of the referees will not be tolerated and will result in a red card. Abuse of opponents will result in a red card. At the discretion of the tournament director, teams can be removed from the tournament for abusive conduct by players, coaches, or spectators.
Players, coaches, and spectators are not allowed in the Scoring/Referee area, and must direct all questions to the tournament headquarters. Teams in violation of this rule may be removed from the tournament by the tournament director.
FIFA RULES APPLY TO ANY RULES NOT ADDRESSED IN THIS DOCUMENT.
SITUATIONS OR OCCURRENCES THAT THESE RULES DO NOT ADDRESS SHALL BE LEFT TO THE SOLE DISCRETION OF THE TOURNAMENT DIRECTOR.
